Regulation (EC) No 561/2006 is the primary European Union legislation establishing rules on driving times, breaks, and rest periods for professional drivers in the road transport sector. Enacted to harmonize conditions of competition between modes of inland transport and to improve working conditions and road safety, it replaced Council Regulation (EEC) No 3820/85. The regulation is a cornerstone of EU social legislation for the transport industry, directly linking operational logistics with workforce welfare.
This regulation functions in tandem with Regulation (EU) No 165/2014 (on tachographs), which provides the technical means for monitoring compliance. It has been significantly amended by the Mobility Package I (Regulation (EU) 2020/1054) to address modern logistics challenges, including the rise of light commercial vehicles in international transport and the quality of driver rest conditions. Most recently, it was amended by Regulation (EU) 2024/1258 regarding occasional passenger services.
