Build procurement department from 0: Develop strategic sourcing process and guidelines, hire people and execute sourcing initiatives into streamlined processes (Source to contract, procure to pay), optimize category sourcing strategy & project management of key RFX projects(initiatives) with frame contract.

Stakeholders were satisfied on contract approval time reduced from over 2 months to less than 3 weeks, and stable quality goods or services from vendors and win favors from customers because SLA or KPI covered in contracts from rate less than 10% increased to the rate over 90%.
